This comes under Electricity Supply regulation act 2006.
Application For License.

1. a person who has to hold a license must apply to the regulator for such a license in the form and in accordance with the prescribed procedure.
2. Such an applicantion must be accompanied by the license fee.
3. Adescription of the Applicant is necessary, including vertical and horizontal relationship with other persons engaged in the operation of generation, transmittion and distribution facilities, the import or export of Electricity, trading or any other prescribed activity relating thereto.
4. Such documentry evidance of the administrative, Financial and technical abilities of the applicant as may be required by the regulator.
5. A short description of the busniess.
6. The plans and ability of the applicant to comply with the applicable labor, health, health, safty and environmental legislation, subordinate legislation and such other requirenment as may be applicable.
7. a detailed specifications of the servicesthat will be rendered under the license, Evidance of the compliance with any integrated resource plan applicable.

Advertising of The License Application.

when application is made for the license, the regulator may require that the applicant publish a notice of the application in appropriate newspaper or appropriate media circulating in the area of the proposed activity in atleast two languages.The advertisement must tell

1. The name of the applicant.
2. the place where the application will be available for inspection by any member of the public.
3. the period with in which any thing to the issue of the license may be lodged with the regulator.
4. The adress of the regulator where any objection may be lodged.
5. The regulator must consider the objections against the license.
6. Make its decisions and these will be available to the public together with the reasons for such decisions.

Finalization of Application.

1. The regulator must decide on an application in the prescribed manner after the expiration of the pieriod of objections if no objections have been received.
2. The regulator must provide the applicant with acopy of its decisionsas well as the reasons for such decisions if any objection came.
3. The regulator must issue seperate license for (1)- The operation, transmittion and distribution Facilities, (2)- the import or Export of Electricity, (3)- trading.
